Global Integrity’s first-ever assessment of Bolivia’s anti-corruption and good governance system reveals a mixed bag of results. While the country enjoys a very strong anti-corruption legal framework as well as a robust environment for NGOs focused on anti-corruption work, there are several transparency institutions and accountability mechanisms that need to be addressed in order for the country’s overall performance to improve. Among them are the safeguards to ensure the integrity of political financing of parties and candidates, which remain among the weakest of all the countries assessed by the Global Integrity Report: 2010. (In the words of our lead researcher, “there is no entity that is regularly engaged in controlling donations for political parties or candidates for campaigns.”) In addition, while citizens do have a legal right to request information from the government, there are frequent delays with little explanation, perhaps the most prominent example being the Bolivian army’s refusal to release information on the Garcia Meza dictatorship that could clear up issues surrounding missing political figures. The state-owned media has also been used to manipulate electoral politics by being pressed into the service of the government and ruling party while “discriminat[ing] against candidates and opposition parties.” It is also not legally required for print and broadcast media entities to disclose their ownership. National-level legislators and members of the judiciary are not subject to conflicts of interest regulations. Law enforcement is not immune from politicization, with senior officials appointed by the president.
