About Our Work
A new project for 2017, the goal is to support progress towards more open fiscal governance at the subnational level in Mexico by building capacities and supporting local champions as they develop and implement open government commitments on fiscal governance. Our working hypothesis is that providing support to open governance champions as they use fiscal data to address sectoral challenges, in ways that matter in their political contexts, will enable these champions to strengthen the capacities and relationships they need to have greater impact, and to make better use of fiscal data to address other challenges in the future. This builds on Global Integrity’s work in Mexico in Phase 1
The activities of this project are organized around three components:
Component 1: Supporting learning by doing on open fiscal governance in three states: Support the implementation of open fiscal governance commitments in three Mexican states by:
- Providing technical and subject matter advice;
- Conducting a treasure hunt to assess the fiscal governance landscape around the locally prioritized challenge and inform the identification of a set of actions and minimum data requirements needed to secure the usability – and actual use – of data about the use of public resources and the results delivered;
- Supporting the efforts of local actors to implement the set of actions and meet the data requirements by providing advice, training, and experiences from reformers working on similar issues elsewhere in the world;
- Facilitating dialogue and collaboration around the actual use of the data to inform decision making.
Component 2: Building capacities for open fiscal governance: Build capacities to request and use fiscal data to address key challenges, particularly around the design and implementation of subnational commitments to open fiscal governance. We will do this by developing a toolkit to design and implementation of fiscal governance commitments, and carrying out online and offline training and activities using the toolkit.
Component 3: Promoting the uptake of insights and lessons from this project by the wider open governance community in Mexico and beyond: Share insights and lessons from the project with relevant actors in Mexico and with the global open governance community.
