Raquel Rubio Rodríguez

Director for Listening and Learning

Raquel is responsible for ensuring that listening and learning are central to our work and culture, developing and implementing effective practices throughout our external engagement and internal processes. She leads Global Integrity’s monitoring, evaluation and learning practice, as well as the knowledge management systems to improve the performance of the organization, our projects and individual team members.

Raquel has a professional background in social justice and international development, and has worked in the non-profit and for-profit sector in several countries across Europe, North America and Latin America. Prior to joining Global Integrity, she worked at the European Commission, and at the international NGO’s, the Fundación Entreculturas, Spanish League of Education, and Doctors of the World, where she served as country director in Nicaragua, leading system thinking efforts to strengthen the national sexual and reproductive health system, and coordinating a national multi-stakeholder initiative focused on improving access to health and justice of women suffering gender-based violence. Most recently she worked as an evaluator at Vantage Evaluation, leading impact evaluations and facilitating individual and organizational learning as an essential way to strategically improve programs and systems with several nonprofits and foundations across the US, such as the Bill and Melinda Gates Foundation, The Colorado Health Foundation, and The Center for Care Innovations among others.
